Rule 11
Commission's work, duties and powers
Commission's work, duties and powers shall be as follows :-
(a) to enter and inspect the accident site and the crashed aircraft and cause the aircraft and any parts or debris of the aircraft to be kept in the same condition until the investigation is completed,
(b) Inspecting or having the aircraft or any parts of the aircraft, equipment or goods kept in the aircraft, carry out analytical tests thereof and make them safe and kept as they are until the inspection is completed,
(c) wreckage of crashed aircraft, other related cargo, flight recorders and ATS. Seizure of records,
(d) To require the submission of necessary books, documents, certificates and other materials related to the accident from the concerned person or organization and to keep such materials in possession until the investigation is completed,
(e) to present a person as a witness by written or oral notification and to take necessary information from him or to take his written statement,
(f) To enter any place related to the accident after giving written notice as required (G) If any proof, information or document is received from the chief district officer, police or any agency or person related to the accident, after necessary investigation and keeping it as evidence,
(h) To make arrangements for reading the flight recorder during the investigation immediately, if the facility to read the flight recorder is not available in Nepal, to send it to other countries where the facility is available and to make arrangements for the effective use of the flight recorder,
(i) To arrange medical examination by a qualified doctor for crew members, flight crew members, passengers and other persons who have been involved in an accident as required,
(j) Conducting a full autopsy by a qualified pathologist on crew members, flight crew members, passengers and other persons who have died in an accident,
(k) obtaining expert assistance or services from International Civil Aviation Organizations, Regional Aviation Organizations, affiliated bodies or individuals as necessary in relation to accident investigations;r> (l) In the event of an aircraft accident due to illegal activities such as hijacking, subversive or terrorist activities, the same should be immediately reported to the police and the National Civil Aviation Safety Committee,
(D) Designate the responsibilities of the coordinators and members of the commission for the investigation of accidents and conduct the investigation work,
(d) To carry out other necessary actions for the fair and independent completion of the accident investigation.
